Peter was born in Hong Kong in 1952. He received his primary and secondary education in Hong Kong. Then he moved to Canada finishing his Bachelor of Commerce at McGIll University (Montreal). During his college years, he came to Christ and shortly was called to full-time ministry. He went to Ontario Theological Seminary (Tyndale College) in Toronto and graduated in 1981.

He married Shirley Marie Therese Loo in 1979. In 1981, they moved to Taiwan as missionary with Overseas Missionary Fellowship for 4 years. After that, they went to Hong Kong. Peter started a new church in Central, Hong Kong. It was named E.F.C.C Kong Fok Church. In 1991, he founded a new church, called Tung Fook Church. He is still the Senior Pastor. Tung Fook Church started with 30 plus members. After 20 years, the church grew to 4,500 members. In 2006, Tung Fook Church caught the vision to serve the ¡°the Poor and Needy.¡± With this vision, the church started two centers in Tuen Mun (New Territories) and Chai Wan (Eastern District of Hong Kong Island), with a visitation ministry and a food bank for the needy. In 2009, the two centers became satellite churches of Tung Fook Church.

Besides being a Senior Pastor, he serves as a board member of Catering Evangelistic Fellowship, Overseas Missionary Fellowship, The Society for Truth and Light, and E.F.C.C. Hong Kong Overseas Mission Board. In the past years, he travelled to different countries conducting seminars in three particular areas:

1) Prayer and Church Growth,

2) Marriage,

3) Parenting among the Chinese Congregation.

Peter and Shirley have one daughter, Vanessa. She is studying Environmental Engineering at Syracuse University, USA.
